Üyesi Gül Çiçek Zengin BintaşBu tez, işyerlerinin iş sağlığı ve güvenliği mevzuat eksikliklerinin hızlı ve kolay bir şekilde tespit edilmesine yönelik bir uygulama çalışmasını konu almaktadır. İş Güvenliği Uzmanları mevzuat eksikliklerini tespit edip bildirirken çeşitli zorluklarla karşılaşmaktadırlar. Karşılaştıkları zorlukları hafifletmek ve iş güvenliği mevzuatının etkin bir şekilde yönetilmesini sağlamak amacıyla bir uygulama geliştirilmesi düşünülmüştür. Bu çalışmada, geliştirilen bu uygulamaya ihtiyaç olup olmadığı ve fayda sağlayıp sağlamayacağı araştırılmıştır. Tezin ilk iki bölümü, mevcut literatürün taranması yöntemiyle hazırlanmıştır. Üçüncü bölümde ise nitel araştırma yöntemlerinden odak grup çalışması yapılmış ve katılımcılar uygulamayı kullandıktan sonra anketler doldurmuştur. 8 Pilot kullanıcının doldurmuş olduğu anketlerden elde edilen veriler, yorumlayıcı fenomenoloji yöntemiyle analiz edilerek sonuçlar ortaya konulmuştur. İş Güvenliği Uzmanların bildirim yaparken karşılaştıkları birçok zorluğun olduğunu ve bu zorluklardan birinin de yasal mevzuatın fazla olup takip edilmesinin zor olmasıdır. Bu sorun üzerine geliştirilen uygulamanın, İş Güvenliği Uzmanlarına önemli ölçüde fayda sağlayacağı ve süreçleri hızlandıracağı sonucuna ulaşılmıştır. Bu çalışma, iş sağlığı ve güvenliği alanındaki mevzuatların daha etkin bir şekilde uygulanmasına katkı sağlayacak yenilikçi bir yaklaşım sunmaktadır. Yapılan odak grup görüşmeleri sonucu böyle bir uygulamaya ihtiyaç olduğu ve geliştirilen uygulamanın, iş güvenliği uzmanlarının çalışmalarını kolaylaştırarak işyerlerinde daha sağlıklı ve güvenli çalışma koşullarını oluşturacağı öngörülmektedir. Occupational Safety Specialists face various difficulties when identifying and reporting legislative deficiencies. In order to alleviate the difficulties they face and to ensure effective management of occupational safety legislation, an application has been developed. In this study, it is investigated whether there is a need for this application and whether it will be beneficial. The first two chapters of the thesis were prepared by reviewing the existing literature. In the third chapter, a focus group study, one of the qualitative research methods, was conducted and the participants filled out questionnaires after using the application. 8 The data obtained from the questionnaires filled out by the pilot users were analyzed with the interpretative phenomenology method and the results were revealed. There are many difficulties that Occupational Safety Specialists face when making notifications and one of these difficulties is that there is a lot of legal legislation and it is difficult to follow. It was concluded that the application developed on this problem will significantly benefit Occupational Safety Specialists and speed up the processes. This study presents an innovative approach that will contribute to more effective implementation of legislation in the field of occupational health and safety. As a result of the focus group interviews, it is predicted that there is a need for such an application and that the developed application will facilitate the work of occupational safety experts and create healthier and safer working conditions in workplaces.
